Even if it is not cheating, it gives the appearance of cheating. This is just as corrosive. I know that state legislatures have the right to set their own election laws, but it is time for one law at the federal level: No ballots after election day will be accepted. Period.
I agree. About a national law. It's tricky because it matters who is in charge of the Federal government. It's great when your team is in charge but then when the other team gets it, it blows up in your face. Pros and cons of states rights and federalism. Yes, this is the point and purpose of federalism. There are vertical and horizontal separations of power, not "federal levels" up here and State "levels" down there. The real problem is not making these asswipes stick to their oath to the Constitution. In the federal constitution, there are no "implied" powers, only specifically enumerated powers.
The Supreme Court, with this year's Dobbs decision is essentially saying this with the issue of abortion being one of the many matters left to the States - because - there is no enumerated power to the federal government to even be involved in health. Clarence Thomas is basically sitting there thinking "How much more do we have to spell it out folks?"
Excellent Point. This really should be up to the individual States and NOT the Federal government as per the Constitution. The problem is that when a few States cheat, it does burden the rest of the Nation with those illegitimate Representatives holding Federal offices.
How to make it transparent...? We can't all watch each other all the time. We're on the honor system...if people cheat, they cheat. How can everyone police everyone?

I've seen these suggestions in other places but I'll list the ones I find particularly attractive: 1) Voting in person on election day should be the primary method of voting for 99% of eligible voters. 2) Absentee votes may only be counted if countersigned by a notary public or if originating on an oversees military base. The notary must personally witness the voter signing the envelope and may be charged in the case of fraud, etc. 3) All voters must be full citizens of the United States for at least three years and must show positive ID in order to vote. 4) Welfare recipients surrender their right to vote when they receive government assistance. Anyone discontinuing assistance must wait at least one full year (and pay taxes) to register to vote. 5) Those who do not vote at least every four years are removed from voter registration lists. Voter registration must be an opt-in process. 6) Secretaries of State are criminally liable for maintaining 99%+ accurate voter rolls. 7) If a State decides to implement digital machine counting, the State may not contract that service out to or purchase tabulating machinery from any company which is owned - even partially by or as a subsidiary of - a foreign national. In addition, corporate officers may be held personally and criminally liable if their machines are not accurate to .1% of the overall vote. 8) Random sampling and hand-counting shall take place at every voting precinct with those tallies reported back to the respective Secretary of State for use in giving an accuracy estimate to the People.
