The supreme court must reverse United States v. Wong Kim Ark, 169 U.S. 649 (1898) and eliminate automatic citizenship via birth in the US.
That made sense in the 19th century with an empty west to exploit, but hasn't been reasonable since the 60's.
Citizenship must be earned by production.
