It's not those scientific expenditures that are the problem. They are investments in the future of homo sapiens.
Not so, the bailouts of bankers (who do nothing but drink lifes blood from the productive), the unending wars, the socialist destruction of free markets.
Both the 'clean up' you mention and the scientific research are affordable but not with all the corruption, wars, and loss of liberty.
