Both? Just one? Neither?
It may be worse, they could be setups.
It is a major mistake to think the other side is stupid, many are very clever.
There is no correlation between integrity and intelligence.
Now signing a 2021 version if an Insurrection Act would make more sense.
The POTUS can use that power at his discretion.
The con-gress may be able to change the Act.
"Whenever the President considers that unlawful obstructions, combinations, or assemblages, or rebellion against the authority of the United States, make it impracticable to enforce the laws of the United States in any State by the ordinary course of judicial proceedings, he may call into Federal service such of the militia of any State, and use such of the armed forces, as he considers necessary to enforce those laws or to suppress the rebellion."
The EO to act against foreign meddling in the election might be a more logical choice.
It seems to me that the power to change the date the next president takes office is most important in this case.
