Governments go on fining big tech - just like small governments go on setting up speed traps - as a way of looting. Meanwhile the reason they supposedly issued the fines - those people damaged by the actions of big tech - are not made whole, are not reimbursed for the damages, and the rights arguably trampled by big tech are not protected or restored. Of course they aren't. That would not fill the coffers of the looters in the future. Just make more laws that don't solve anything but do impose big fines. This is looting at its finest. No crisis ever goes to waste with these looters.
